2008 Town of Erwin Controlled Bow hunt
The Town of Erwin will hold a controlled bowhunt throughout the 2008 deer season, beginning with early bow, Saturday, October 18, 2008 through late muzzleloader on Tuesday, December 16, 2008. There will be no additional proficiency requirements beyond NYS DEC license requirements.
NEW IN 2008: In lieu of having to pick your DMAP permits up in the Town office, the Town is requesting that hunters grant the Town permission to query the New York State Department of Environmental Conservations's database to confirm that you are a 2008-2009 big game license holder. Therefore, hunters will not have to pick up their DMAP permits in person unless they choose to do so. Two weeks prior to the hunter's assigned week, the hunter MUST confirm with the Town that he/she will hunt his/her assigned week. Once confirmation is received from the Hunter, the Town will verify against the NYSDEC database that the hunter holds a current 2008-2009 Big Game License; then the Town will mail two DMAP permits the week prior to the assigned hunt week. Unused DMAP permits must be returned to the Town either in person no later than the Monday following the end of thehunt period, or if mailed, it must be postmarked not later than the Monday following the end of the assigned hunt period. This permission to query NYSDEC has been added to the Release, Waiver and Indemnification Agreement that is required to be notarized and returned with the 2008 DMAP Application.
Again in 2008, the Town will issue points to hunters for special benefits, including choice of hunt week and location in 2009.
Points will be awarded as follows:
Points will be tallied at the end of the 2008 Controlled Bow Hunt. The Town of Erwin will notify the top 15 hunters with the highest points via mail with choice of hunt week and hunt location preference.
The Town will provide qualified archers with special New York State Department of Conservation Deer Management Assistance Permits (DMAP) to supplement any other NYSDEC issued tags. Archers may also take bear with bear tags issued by NYSDEC.
Erwin, located in Steuben County, is in the Southern Tier at the intersection of Interstate 85 and State Route 15. Erwin is home to several hotels, motels, restaurants and an over abundant deer population. To learn more about the Town of Erwin, please visit our website at http://www.erwinny.org/.
To qualify for the Erwin Controlled harvest, bow hunters must by August 22, 2008:
The Town of Erwin has secured over 400 acres for this controlled hunt and can accommodate 22 hunters during each week of the hunt. Qualified hunters may take a buck with their own NYSDEC issued carcass tag, AFTER taking at least one antler less deer with the special DMAP issued through the Town of Erwin.
All hunters, who successfully complete the registration process, will be assigned a lottery number. Applications must be submitted by close of business on Friday, August 22, 2008. Lottery numbers will be drawn at random by Thursday, August 28, 2008. Selected hunters will be assigned a specific week to hunt in the order of the random lottery drawing. Results of the lottery will be mailed to selected hunters, posted in the Clerk's office and will be posted on the Town's website http://www.erwinny.org/.

Conditions
The Town of Erwin is sponsoring a deer management program with the stated objective of implementing a program for use on private land, utilizing bowhunting as a management tool to control the deer population and thereby reduce the number of vehicle/deer accidents, reduce property damage, increase the health of the herd and reduce the health threat to human populations. The Town of Erwin will be issuing special DMAP permits provided by NYSDEC.
REQUIREMENTS:
Must be at least 18 years of age (ages 14-17 must be accompanied by parent/guardian)
Complete a Town of Erwin 2008 Controlled Hunt Registration Application and "Release Waiver and Indemnification Agreement" no later than close of business on Friday, August 22, 2008
Hold a valid NYSDEC 2008/2009 Big Game License
Hold a valid NYSDEC 2008/2009 bow hunting stamp
Submit a non-refundable $3.00 Registration Fee
RESTRICTIONS:
Obey all NYSDEC hunting regulations and Town of Erwin laws
Shoot one antler less deer first prior to shooting a buck. Archers may use NYSDEC issued tags for additional deer
Hunt only in designated area; observe safety zone; keep weapon in locked position unless in hunting zone
Park in designated area only
Carry NYS DEC license/permits and Town of Erwin registration at all times; display Town issued copy of registration form in front windshield of your vehicle
Follow designated vehicle routes
Field dress deer at least 100 feet from all paths and/or trails; remove all deer carcass and entrails
Bear may be taken with NYSDEC archer (bear) tags. Field dress bear at least 100 feet from all paths and/or trails; remove all bear carcass and entrails.
Hunt from a portable tree-stand only; no screw steps or built-in stands are allowed
No motorized vehicles (ATV's, etc.) are allowed, with exception for documented handicaps only.
INFORMATION:
All hunters who complete the registration process will be assigned a lottery number preceded by 08
Lottery numbers will be drawn at random.
Hunters will be allowed to hunt in the order of the random lottery drawing. Only 22 hunters will be allowed to hunt on any given day.
A hunter may hunt until he/she has filled all legal tags OR
Assigned hunt period has expired
Hunt periods are allocated on a weekly basis from October 18, 2008 through December 16, 2008
Hunters may keep the carcass (meat) if they so choose. If a hunter does not wish to keep the carcass, or would prefer to donate it, the Town will cover the cost of processing so that the meat can be donated to the food bank. A list of local processors will be given out when the hunter picks up his/her DMAP permit
Hunters may choose to hunt with a partner(s). Hunters must indicate on their respective applications name of person or persons that they wish to hunt with. Groups will be limited to 5 in a group.
Filming of your hunt is allowed, with the exception that there are no cameras permitted on Sullivan Park, this includes cell phones with cameras

The established route to and from each zone must be adhered to.
On Sullivan Park property only, if a deer that has been shot wanders out of the designated hunting zone, hunters must contact Corning Incorporated Security immediately at (607) 974-3213 and then follow instructions given. DO NOT dress the deer until you have been called and been instructed to do so.
On Aurene Property only, follow NYS DEC regulations regarding a deer that has wandered out of the designated hunting zone. If you have any problems, call (607) 937-1000.
Two DMAP permits will be issued to each hunter prior to his/her designated seven-day hunt period. The DMAP permits will be mailed the week prior to his/her assigned hunt week AFTER confirmation is received by the Town that the hunter will be able to hunt the assigned week and AFTER the Town has verified with NYSDEC that the hunter holds a current 2008-2009 Big Game Tag and 2008-2009 Archery Stamp.
Hunters must complete a Bowhunter Report Card and return it to the Town at the end of their hunt week.
Any unused DMAP permit must be returned, with the Report Card, the Monday following the hunt period, or if mailed, it must be postmarked not later than the Monday following the assigned hunt period.
One antler less deer must be taken first. Upon taking an antler less deer, the completed DMAP permit must be returned to the Town Hall, second floor. The hunter will be given a stamped copy of the returned DMAP permit, which then entitles the hunter to take a buck using his/her own NYSDEC issued carcass tag.
Archers, follow NYSDEC rules and regulations for the taking of
bear, with exception of field dressing as outlined under
Requirements.

We are on private land with
permission of the landowner(s) under these special conditions only. ALL
hunters need to be aware of the sensitive nature of their activity and be
considerate of the other users of this private land. Please follow safe,

RELEASE, WAIVER AND INDEMNIFICATION
AGREEMENT (THIS FORM MUST BE NOTARIZED)
I, , residing at and being at least 18 years of age, hereby request permission to enter certain tracts of property ("Property") owned by Corning Incorporated, Upstate Partners, LLC and Matt Dann, Woodland Park Properties, LLC, David Monroe Scudder, Dalrymple Gravel and Contracting Co., Inc. ("Owners") and/or the Town of Erwin ("Erwin), County of Steuben, State of New York, for the purpose of bowhunting for whitetail deer during the 2008 Big Game Season as defined by the New York State Department of Environmental Conservation.
I acknowledge that there may be conditions or hazards (natural or manmade) upon the Property including, without limitation, other hunters. I will enter upon the Property at my own risk, and hereby waive, release, and forever discharge any and all claims, suits, demands, rights and causes or action of any kind whatsoever against the Owners and/or Erwin arising from or related to my entry, presence or actions on the property including, without limitations, any and all claims or suits for bodily injury, property damage or any other claim based on the negligence of the Owners or Erwin.
I will indemnify and hold harmless the Owners and/or Erwin from any and all expense (including attorney(s) fees) arising from or related to any such claim, suit, demand, right or cause of action filed by me or my heirs (including attorney fees) arising from or related to any claim, suit, demand, right or cause of action filed against them by any third party arising from my entry, presence or actions on the Property.
I certify to the Owners and Erwin that I am qualified, experienced and have a valid 2008-2009 NYSDEC Bowhunting License, a copy of which is attached, and that all of my activity upon the Property will be conducted in accordance with applicable state and local statutes, regulations or ordinances. I agree that I will not hunt within 500 yards of any building, walkway, roadway or driveway.
I hereby grant the Town of Erwin permission to query the New York State Department of Environmental Conservation to verify that I am a current 2008-2009 Big Game License Holder and that I also have a valid 2008-2009 NYSDEC Bowhunting License.
I executed this Release, Waiver and Indemnity Agreement in favor of the Owners and Erwin as consideration for permission to enter upon the Property. I acknowledge that if I breach the Agreement, such permission will be revoked and any subsequent entry upon the Property will be strictly forbidden and punishable by law as trespass.
