The mission of the Town of Erwin Industrial Development Agency (TEIDA) is to foster economic development in the Town of Erwin. To accomplish this task, TEIDA offers many opportunities, partnering with industry and specific developments to construct infrastructure improvements and eligibility for New York State economic incentives.


In 2001, the Town of Erwin Industrial Development Agency (TEIDA) purchased the Corning Painted Post Airport, a General Aviation, Public Use airport, featuring a lighted 3,270 paved runway and taxiways. The Feasibility Study for this development demonstrated that the five-year capital improvement plan for the airport would more than double the $1.2 million economic impact the airport has on the surrounding community. Since purchasing the airport, TEIDA has completed over $10 million in capital improvements and more than doubled the number of aircraft based at the airport.


TEIDA has contracted with Costa Flying Service as the Fixed Base Operator for the airport. In addition, Costa Flying Service offers a full range of service for the public and business communities including scenic air tours, air taxi, flight instruction, airplane maintenance, and a unique service restoring historic aircraft, the only such service on the east coast.

As the agent for the Town of Erwin and private corporations, TEIDA has completed over $37 million in infrastructure improvements including roads, railroad sidings, a bridge, municipal wells, doubled the size of the Waste Water Treatment Plant, doubled the capacity of the sewer lift station, and established a new water source which serves the Erwin Industrial Park. These projects have supported the retention of over 1,325 and the creation of over 2,000 high skill, high wage manufacturing jobs, created the capacity to support significant industrial growth in the Town of Erwin.

TheTown of Erwin is pleased to announce the completion of a state-of-the-arthangar at the Corning-Painted Post Airport, providing much-needed rental spacefor helicopters and airplanes. This significant infrastructure project was madepossible through generous funding from the New York State Department ofTransportation and the Federal Aviation Administration (FAA).

2025 Tentative Assessment Roll & Grievances

The Tentative Assessment Roll will be published on May 1,2025, and will be available with the Assessor at 310 Town Center Road, PaintedPost, NY 14870, on the Town of Erwin website (www.erwinny.org), and on theSteuben County website (https://www.steubencountyny.gov/347/assessment-rolls).

The Assessor will be available with the Tentative AssessmentRoll on the following dates:

·        Tuesday, May 13, 2025: 9 AM – 1 PM

  • Wednesday, May 14, 2025: 9 AM- 11AM and 6 PM – 8 PM
  • Thursday, May 15, 2025: 1 PM – 3 PM
  • Saturday, May 17, 2025: 8 AM – 12 PM 

Appointments are required for grievancesand must be made prior to May 20th. Please call or email the Assessor toschedule an appointment.

Property owners who wish to contest their assessment canparticipate in the annual grievance process.

Grievance applications (Form RP-524) will be available atthe Assessor’s Office or here and must be filed by May 20th. Applications willbe accepted starting May 1, and early filing is appreciated. Hearings with theBoard of Assessment Review will be scheduled in the order applications arereceived. Property owners may also meet with the Assessor during the first fourweeks in May to agree on a stipulation.

 A completed RP-524 form and supporting documentation(such as comparable sales, photos, or a recent appraisal) is required.

The Board of Assessment Review will meet on Tuesday,May 27 to hear grievances from 10 AM to 12 PM and 6 PM to 8 PM at theErwin Town Hall. They will hear and examine all scheduled and filed complaintsin relation to assessments upon the application of any person believingthemselves to be aggrieved.
